COMMANDANT NAVAL TRAINING

Commander Khairil Haji Abdul Rahman, Royal Brunei Navy (RBN) took over as the Commandant Naval Training on the 28th of May 2018.  Born in Brunei Darussalam on the 6th of July 1975.  He enlisted into the Royal Brunei Armed Forces (RBAF) in January 1991 joining the 13th Intake of the Boys Company. He was then awarded a scholarship program of the Business and Technology Education Council (BTEC) Ordinary National Diploma in Electrical, Electronic, Communication and Computer Engineering in South Devon College, Torquay, United Kingdom.

He later returned in August 1995 as an Officer Cadet of the RBN. He graduated as midshipman in April 1998 from Britannian Royal Naval College, Dartmouth, United Kingdom. He was promoted to the rank of Lieutenant Junior Grade in 1998, Lieutenant Rank in 2003, Lieutenant Commander Rank in 2007 and Commander Rank in 2013.

Commander Khairil's early years in RBN spent mostly on board the Missile Gun Boats and Coastal Patrol Craft where he held appointments such as Navigation Officer, Executive Officer and as a Commanding Officer.  Staff tour in the Navy Headquarters as Staff Officer Grade 3 Admin and Personnel, and later appointed as the RBN Navigation Officer. He had undergone various professional courses abroad such as the International Sub-Lieutenant, International Long Navigation, and International Principal Warfare Officer in the United Kingdom. He attended the Basic Diving, Mine Hunting Officer and Anti-Submarine Warfare in Republic of Singapore. Additionally, Bridge Resource Management by STET, IMO Level 3 OSR Training, Long-Range Identification and Tracking (LRIT), and RBAF 12th Executive Development Programme attended locally.

Training is nothing new for Commander Khairil, he attended Training Need Analysis and Training Development Course provided by STET at his earlier stage of career.  During Project Ijhtihad in Bremen, Federal Republic of Germany in 2009, he was assigned to take the lead in developing training for FPB41 with Lurssen Logistics where at the end of FPB41 Project, he commanded one of the FPB (KDB SYAFAAT).  As a middle management holding a rank of Lieutenant Commander, Commander Khairil attended the 1st RBAF Command and Staff Course in Brunei and completed in August 2011.  On completion, posted to Joint Force Headquarters (JFHQ) Ministry of Defence as the Staff Officer Grade 2 Naval Joint Operations where he had the opportunity as Joint Staff during Exercise Tempest Express in Australia and also as the secretariat for ASEAN Defence Ministers' Meeting – Plus (ADMM+) Humanitarian Assistance & Disaster Relief (HADR) and Military Medicine (MM) Exercise 2013 in which later take the role in Exercise Control Staff within RBN.

In 2013, Commander Khairil was back to RBN Fleet and was appointed as Executive Officer on board Patrol Vessel KDB DARUSSALAM and became the Acting Commanding Officer for the Typhoon Haiyan HADR deployment in Tacloban, Republic of Philippines in November 2013. He later became the first Commanding Officer of the Patrol Vessel KDB DARUTTAQWA, RBN's training ship and sailed the ship back from Bremen, Germany in July 2014. Subsequently, in July 2016, Commander Khairil was appointed as Chief of Staff of RBN Headquarters.

Throughout his service, Commander Khairil has been awarded the Most Honourable Order of Seri Paduka Mahkota Brunei 3rd Class (S.M.B.), the Most Blessed Order of Setia Negara Brunei 4th Class (P.S.B.), Golden Jubilee (P.J.E), and the Military Civic Action Medal awarded by the Republic of the Philippines on completion of Typhoon Haiyan Relief.

Commander Khairil enjoys running and is an avid reader. He is married to a secondary school teacher Suryanti Binti Haji Mohammad Noor and blessed with two daughters and a son.
